While browsing with Flock as usual for the last several months, an abrupt power outage interrupted the session. Upon reboot Flock attempted to launch, but failed repeatedly by locking up prior to completing startup. Successive reboots, and a complete download and reinstall of Flock failed to produce a different result. I am using Mac OS X 10.5.4, and have no other software or browser issues. For example, Safari operates flawlessly, but I prefer to use Flock.

Hmmm, have you made sure Flock is 100% gone?
Also make sure that after that Flock has removed all of the files associated with it, I don't know how Flock works but it is possible that a file may be corrupt....

Yes, I would agree, please remove Flock completely as a program. If a fresh install doesn't help, then the next step would be a clean profile as well.
